IAEA Director General
Dr. ElBaradei was born in Cairo, Egypt, in 1942. He gained a Bachelor's degree in Law in 1962 at the University of Cairo and a Doctorate in International Law at the New York University School of Law in 1974. He began his career in the Egyptian Diplomatic Service in 1964. From 1974 to 1978, he was a special assistant to the Foreign Minister of Egypt. In 1980 he left the Diplomatic Service to join the United Nations and became a senior fellow in charge of the International Law Program at the United Nations Institute for Training and Research. In 1980 he left the Diplomatic Service to join the United Nations and became a senior fellow in charge of the International Law Program at the United Nations Institute for Training and Research. From 1981 to 1987 he was also an Adjunct Professor of International Law at the New York University School of Law.
From 1984, Dr. ElBaradei was a senior staff member of the IAEA Secretariat, holding a number of high-level policy positions, including Agency's Legal Advisor and subsequently Assistant Director General for External Relations. He was appointed to Director General effective 1 December 1997, and reappointed to a third term in September 2005. In October 2005 Dr. ElBaradei and the IAEA were jointly awarded the Nobel Peace Prize for efforts "to prevent nuclear energy from being used for military purposes and to ensure that nuclear energy for peaceful purposes is used in the safest possible way."

Mr. Jerry Paul became the National Nuclear Security Administration's (NNSA) first Principal Deputy Administrator on August 6, 2004. He was nominated by President Bush on February 3 and was confirmed by the U.S. Senate in July.
Mr. Paul represented Florida's 71st district in the Florida House of Representatives. In the Florida legislature, Mr. Paul served as deputy majority whip and chaired the House subcommittees on Agriculture and Environment Appropriations and Environmental Regulation. Additionally, he served on the committees of Energy, Appropriations, Business Regulation, Natural Resources and Public Security.
Mr. Paul recently served as a member of Secretary Abraham's Nuclear Energy Research Advisory Committee and as the Florida representative for both the Southern States Energy Board and the National Conference of Legislators Committees on Environmental and Natural Resources.
Mr. Paul holds a law degree from Stetson University, a bachelor's degree in marine engineering from the Merchant Marine Academy in Castine, ME, and a post-baccalaureate degree in nuclear engineering from the University of Florida.

Dr. Akimoto was born in Tokyo, Japan, in 1929. He gained a Bachelor's degree in Chemistry then a Doctorate in Science at Tokyo Bunrika Unicersity (now Tsukuba University). From 1958 to 1960, he was a Visiting Scholar at the Lawrence Radiation Laboratory (now the Lawrence Berkeley Laboratory) at the University of Calfornia, Berkeley.
Dr. Akimoto started his professional career when he joined the Mitsubishi Metal Corporation (now the Mitsubishi Materials Corp.) in 1954. Since then, he has worked for the Corporation for over 50 years holding the Corporation's prominent positions, including Director of Nuclear Energy Department, Managing Director, Senior Managing Director and Executive Vice President. In June 1994 he was appointed President and CEO. He has been engaging in Japanese energy policies serving as member of various committees regarding natural resources and nuclear energy in the Ministry of Economy, Trade and Industry, the Ministry of Education, Culture, Sports, Science and Technology and Cabinet Office.
He was awarded a Blue Ribbon Medal, Japan in 1997 and Ordre National de la Legion d'Honneur Chevalier, France in 2003.

Since 1999, he has been professor of international law at the Graduate School of Law, Kyoto University. Professor Asada has also served as Senior Associate at St. Antony's College, Oxford University, legal advisor to the Japanese Delegation to the Conference on Disarmament, special assistant to the Science and Technology Agency, member of the Atomic Energy Commission's International Regulation Committee, Industrial Structure Advisory Council's Subcommittee on Security and Trade Control of the METI and the UN Secretary-General's Panel on Verification.

Dr. Burkart is Deputy Director of the Office of Nuclear Energy, Safety and Security, Bureau of International Security and Nonproliferation, Department of States. His particular areas of focus are international nuclear cooperation programs; proliferation resistance and advance nuclear technologies, including participation in the Generation IV International Forum, INPRO and the DUPIC fuel cycle development; international verification of nuclear material; and international spent fuel and waste storage and disposal. He serves on the American Nuclear Society Special Committee on Nuclear Nonproliferation. Dr. Burkart has been with the U.S. Government for over 30 years in a variety of positions related to nuclear weapons and nuclear nonproliferation.
Dr. Burkart has a B.S. and a Ph.D. in Nuclear Engineering from North Carolina State University. He is also a Distinguished Graduate of the Industrial College of the Armed Forces. He is a licensed Professional Engineer in the State of Virginia.

Mr. Vitaly Fedchenko is a Researcher at the Stockholm International Peace Research Institute (SIPRI) in Stockholm, Sweden. He joined SIPRI in 2005 as a researcher on reinforcing EU Cooperative Threat Reduction Programmes and actions required to support the EU Strategy Against Proliferation of Weapons of Mass Destruction, with responsibility for nuclear security issues and EU-Russian relations. His another responsibility is to research issues relevant to energy security, nonproliferation and the impact of nuclear fuel cycle technologies on the policy matters. Previously, he was a visiting researcher at SIPRI; a Researcher and Project Coordinator at the PIR Center for Policy Studies in Russia; and a Research Fellow at the Institute for Applied International Research in Moscow, Russia. He is the author or co-author of a number of publications on international non-proliferation and disarmament assistance, Russian nuclear exports and nonproliferation.

IAEA Deputy Director General
Dr. Olli Heinonen was appointed as the Deputy Director General, Head of the Department of Safeguards, at the International Atomic Energy Agency, in July 2005. The Department of Safeguards is responsible for verifying that nuclear material placed under Safeguards is not diverted to nuclear weapons or other nuclear explosive devices and that there is no undeclared nuclear material or activities in non-nuclear weapons States party to the NPT.
Before joining the International Atomic Energy Agency in 1983, Dr. Heinonen was a Senior Research Officer at the Technical Research Centre of Finland Reactor Laboratory Otakaari, Espoo, Finland.
From 1999-2002, Dr. Heinonen was Director of Operations A and from 2002-2005, he was the Director of Operations B in the Department of Safeguards.
Dr. Heinonen studied Radiochemistry and holds a Ph.D in Radiochemistry from the University of Helsinki, Finland.

Mr. O'Connor is Deputy Director of the Office of Dismantlement and Transparency, Office of Defense Nuclear Nonproliferation, U.S. Department of Energy. His particular areas of focus include Safeguards system modeling and engineering applications related to destructive and non-destructive assay of nuclear materials, environmental sampling, and containment/surveillance. He is the Chairman of the U.S. Support Program to IAEA Safeguards (USSP), which develops Safeguards and verification equipment for use by the IAEA. Current USSP equipment efforts include development of next generation seals, surveillance systems, and process monitoring instruments, as well as an unattended monitoring system for the Chernobyl conditioning facility.
Mr. O'Connor has a BS in Civil Engineering from the University of Illinois, an MS in Civil Engineering from Stanford University, and an MBA from the University of Hawaii. He is also a graduate of the Naval War College. He is a licensed Professional Engineer in the states of California and Colorado.

Dr. Min is a manager of Verification Technology Department, National Nuclear Management and Control Agency of Korea (NNCA). He is interested in the development of verification equipment of the nuclear materials for the purpose of Safeguards and physical protection through NDA and any other technologies. He is working at this area at NNCA for more than 10 years since 1994 including his carrier at Technology Center for Nuclear Control, KAERI. He started his carrier as a seismologist in an area of nuclear test ban treaty. Later, he moved to the IAEA Safeguards area and attended to Committee 24 as a Korean delegation for the negotiation of the Additional Protocol.
Dr. Min has a BS and MS degree at Seoul National University and got a Ph.D in seismology and CTBT at Southern Methodist University in Dallas, Texas. He is a member of Korea Nuclear Society (KNS) and is serving as a member of Committee for Nuclear Non-proliferation and Control, KNS.
