Ambassador, Disarmament, Non-Proliferation and Science Department, Ministry of Foreign Affairs
Ms.HAYASHI's career has predominantly focused on defense and security policy making.
Between 2004 and 2006, and between 2009 and 2011, she led the Transformation and Realignment team which worked to strengthen the Japan U.S. Alliance during the LDP period and also in the DPJ period. Between 2006 and 2008, she worked to expand Japan's defense relationships with a number of countries, including China and India. A particular emphasis was on deepening defense cooperation with Australia and India and sponsored the Japan-US-Australia trilateral cooperation framework. From 2011 to 2014, she worked as Defense Counsellor at the Embassy of Japan in London, where she contributed to enhancing Japan-UK defense cooperation including formulating bilateral defense related agreements. In 2015, after served as Director for Parliamentary Affairs in Defense Ministry, she took a particular responsibility for Japan-ASEAN defense relation and promoting regional capacity building as Director for International Affairs. In 2017, she became Director of International Cooperation Division, Acquisition, Technology and Logistics Agency (ATLA), Ministry of Defense. In Oct 2019, backing to Defense Policy Bureau in the Ministry, she was seconded into CSIS (Center for Strategy and International Studies) in Washington DC as a visiting fellow. In Aug 2020, she served as Principal Joint Staff Councilor, Joint Staff, which covers operations of the services. In July 2021, she became Depty Direcrtor General for Parliamentary Affairs of Minister's Secretariat. In July 2023, she has moved to the current position.
Mitsuko was born in Tokyo and graduated from the Law Faculty of Tokyo University. She has an MSc with Distinction in Diplomacy and International Strategy at the London School of Economics and has carried out policy research at St. Catherine's College at the University of Oxford. She was also invited as a Visiting Fellow to the Changing Character of War program in University of Oxford in 2014. She began her career at the Ministry of Defense in 1993.

C. S. Eliot Kang, Ph.D., serves as ISN's Assistant Secretary. He is a career member of the Senior Executive Service. He served previously as Acting Assistant Secretary from January 2021 to March 2022, January 2017 to January 2018 and January to June 2009. He also exercised the authorities of the Under Secretary of State for Arms Control and International Security from January to July 2021 and January 2017 to January 2018. From January 2017 to March 2022, he was ISN's Principal Deputy Assistant Secretary, a role in which he had also served in an acting capacity from 2009 to 2011. Previously, from September 2011 to December 2016, he was Deputy Assistant Secretary for Nuclear Affairs. Before that, he was ISN's Deputy Assistant Secretary for Threat Reduction, Export Controls, and Negotiations; he also served as the bureau's Special Adviser for North Korean Denuclearization. In February 2015, President Obama accorded Kang the personal rank of ambassador to serve as the United States representative to the Diplomatic Conference for the Convention on Nuclear Safety. Kang joined the State Department in 2003 as a William C. Foster Fellow and served in the Bureaus of Political-Military Affairs and Arms Control. He is a recipient of numerous State Department Superior Honor Awards. In 2018 he received a congressionally established Presidential Rank Award at the Meritorious Executive Rank, and in 2022 he received the same award at the Distinguished Executive Rank. A former tenured professor, Kang taught international security at the University of Pennsylvania and Northern Illinois University and has held fellowships at the Council on Foreign Relations and the Brookings Institution. His writings have appeared in such publications as International Organization, World Affairs, and Comparative Strategy. Kang received his Ph.D. from Yale University. He also studied at Princeton University and received his A.B., summa cum laude, from Cornell University. His professional background includes working as an investment banker specializing in corporate finance and mergers & acquisitions for Dillon, Read & Co., Inc. He was elected to life membership in the Council on Foreign Relations in 2002. He is married to Michelle M. Ho and has two sons, Gregory and Wesley.
Director of ISCN, JAEA
Dr. Hori is a Director of ISCN/JAEA since April 2023.
He is overseeing R&D and human resource development support programs related to nuclear security and nuclear nonproliferation, nonproliferation policy research and CTBT international monitoring activities in JAEA. He is leading joint studies with US national laboratories and EC/JRC in these fields.
Work ExperienceDr. Hori had been working as a Deputy Director of ISCN/JAEA From March 2016 to March 2023 and overseeing R&D programs related to nuclear security and nuclear nonproliferation and nonproliferation policy research.
He had been working for International Atomic Energy Agency (IAEA) as Senior Safeguards Analyst and Acting Section Head of Concepts and Approaches Section of Safeguards Department from December 2010 to February 2016.
Before he joined the IAEA, he had been working for JAEA, JNC and PNC (former organizations of JAEA) engaged in nuclear fuel cycle R&D and nuclear security and nuclear non-proliferation R&D for more than 20 years.

Professor, Takushoku University / Vice President, The Institute of World Studies (IWS)
Heigo Sato is a Professor at the Faculty of International Studies and the President of the Institute of World Studies (IWS), Takushoku University. He was a Senior Research Fellow at the National Institute for Defense Studies (NIDS) before coming to IWS. He become president of the Institute since April 2024. He was a Special Adviser to Foreign Minister Katsuya Okada on disarmament and non-proliferation from June to September 2010. He is the former president and current vice president of Japan Association of International Security and Trade, as well as currently a board member of Japan Association for International Security. As a special expert, he is a member of the Japanese government delegation for the CCW (Convention on Certain Conventional Weapons) on LAWS (Lethal Autonomous Weapon Systems) at the United Nations Geneva. Professor Sato is the author of numerous articles on international relations, security studies, arms control / disarmament, political economy, export control, and emerging security technology.

Head of the IAEA's Regional Office in Tokyo
Michael Farnitano serves as the Head of the IAEA's Regional Office in Tokyo. Michael started his career in the U.S. Navy nuclear submarine force and later worked in U.S. commercial power and government-owned research reactors. He served as U.S. Liaison Officer for the U.S. Support Programme to IAEA Safeguards. Michael started with the IAEA as a Nuclear Safeguards Inspector in 2005 and held assignments supporting positions in the management of safeguards operations and in the area of technical support coordination. Michael is originally from New York where he earned his Bachelor's and an MBA degree in the fields of Electrical, Nuclear and Technology Management.
Director of the Center for Disarmament, Science and Technology, Japan Institute of International Affairs
Hirofumi Tosaki is Director of the Center for Disarmament, Science and Technology (CDAST) at The Japan Institute of International Affairs (JIIA). Prior to his current position, he was a Research Fellow and Senior Research Fellow of the Center for the Promotion of Disarmament and Non-Proliferation at the JIIA. He has also taught at Kyushu University, the International Christian University and Hiroshima City University. He is the author of numerous articles on nuclear arms control, non-proliferation, nuclear strategy and deterrence, missile defense, including The NPT: Global Governance of Nuclear Issues (co-authors, Iwanami Shoten, 2015, in Japanese); and International Security (co-authors, Shinzansha, 2015, in Japanese). He earned his Ph.D from Osaka University.

Currently, he studies International Law with a focus on nuclear and nuclear energy issues.
It is thrilling to have the opportunity to speak at this year's International Forum on Peaceful Use of Nuclear Energy, Nuclear Non-Proliferation and Nuclear Security. I hope to have a fruitful dialogue to find out what we, the youth generation, think about nuclear and nuclear issues, and what the society expects from us.
Deputy Director of ISCN/JAEA
Dr. Inoue is Deputy Director of ISCN/JAEA since July 2023.
She is responsible for the capacity building support programs mainly for Asian countries in the field of nuclear non-proliferation and nuclear security, ISCN/JAEA. She also serves as Chair of Working Group A (Cooperation and Coordination) under IAEA International Nuclear Security Support Centre (NSSC) Network, and Co-lead of ‘Attract’ Sub-group under OECD/NEA Gender Balance Task Group.
Work ExperienceDr. Inoue has led and supervised the capacity building support programs at ISCN/JAEA since October 2019 as General Manager and Principal Senior Engineer (Deputy Director level).
She served as Radionuclide Officer for Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO) from December 2013 to September 2019.
Before joining CTBTO, she had been working for JAEA and its predecessors for R&D in the field of nuclear non-proliferation, environmental radiation safety, and coordination of international R&D projects.
EducationShe holds PhD in nuclear engineering and management from The University of Tokyo, and MSc. in chemistry from Kyushu University in Japan.
