Kathryn M. Glynn
米国エネルギー省国家核安全保障庁(DOE/NNSA) 保障措置人材開発プログラムマネージャー

 Kate Glynn is a foreign affairs specialist with DOE/NNSA's Office of International Nuclear Safeguards. In addition to leading the Safeguards Human Capital Development program, she also manages the annual United States Additional Protocol declaration process, and the International Nuclear Safeguards Engagement program's Sub-Saharan Africa portfolio. Under Kate's management, the Human Capital Development program works with numerous universities and national laboratories, funding safeguards related PhD research, internships and post-doctoral fellowships, and developing safeguards education and training courses for both students and professionals. More recently, the HCD program has also focused on safeguards knowledge management, to ensure critical knowledge is passed from one generation of safeguards professionals to the next.

 Kate holds a Bachelor of Science from the United States Naval Academy, and a Master's in Public Policy from the Harvard Kennedy School of Government. Her hometown is Yokohama, Japan.

Kamel Abbas

 Kamel Abbas defended his PhD in nuclear physics in 1992 in Pierre & Marie Curie University (Paris) on the utilisation of Synchrotron Radiation for trace element analysis via X-ray fluorescence. After his PhD, Kamel has worked at the French Nuclear Energy Commission (CEA, Commissariat a l’Energie Atomique) in the nuclear fuel cycle division.

 He joined the Joint Research Center, European Commission in 1995 first working in Karlsruhe, Germany then moved in 1998 to JRC Ispra, Italy where he is working presently. In his R&D activities, he dealt with several nuclear physics topics such as nuclear security and safeguards, non-destructive assay of nuclear material and production of radioisotopes using charged particles accelerators for R&D applications including nuclear medicine. Currently, he is investigating application of imaging techniques for nuclear decommissioning and waste management such as tomography with both gamma or muon radiations. Extended to his R&D tasks duties in international cooperation in the nuclear security through the JRC support to other EC partner DGs such as DG DEVCO and DG ENER and also international organisations such as IAEA, JAEA, DoE in both nuclear security and safeguards.

Joel C. Rynes
米国国土安全保障省(DHS) 国内核検知局 変換・応用研究部 部長補佐

 Dr. Joel C. Rynes is the Assistant Director for Transformational and Applied Research and the Lead Technical Authority of the Domestic Nuclear Detection Office (DNDO) in the U.S. Department of Homeland Security. He received his Senior Executive Service career appointment on 5 June 2011. In this role he leads an aggressive research and development program to fill gaps in the Global Nuclear Detection Architecture and to dramatically improve the performance and reduce the operational burden of nuclear and radiological detection and technical forensics technologies. Prior to this assignment, Dr. Rynes was a DNDO Program Manager responsible for developing the next generation radiography and active interrogation technology to detect special nuclear material.

 From 1999 to 2006, Dr. Rynes was a Program Manager at General Dynamics where he led several programs in support of nuclear treaty monitoring. These programs included the development, installation, and maintenance of particulate and gas nuclear sensors in the global International Monitoring System network and the data center analysis, visualization, and reporting software for the U.S. National Data Center and the International Data Centre in Austria. Prior to General Dynamics, Dr. Rynes was a scientist on the Pulsed Fast Neutron Analysis cargo inspection system program at SAIC. Here he developed a dual particle neutron and gamma-ray radiography system, developed automated decision algorithms to find contraband in cargo, and was the chief accelerator technician.

 Dr. Rynes has a Ph.D. in Nuclear Engineering from the University of California at Berkeley. His dissertation was titled "Gamma-ray and Neutron Radiography for a Pulsed Fast Neutron Analysis Cargo Inspection System." Dr. Rynes is a Project Management Professional (PMP) as certified by the Project Management Institute.

Nigel Tottie

 Nigel is a former UK Police Officer with 26 years' experience in law enforcement, specialising in the preparation for, and response to, CBRN Terrorist events from 2009 - 2015 when Nigel worked in various roles, including Head of Training and International Programme Manager at the UK Police National CBRN Centre.

 Nigel retired from the UK Police Service in August 2015 and took a position as Team Leader for EU CBRN Centres of Excellence Project 46, managing a team of experts responsible for the implementation of a 3-year CBRN project.

 Nigel has worked with the IAEA on a number of projects, including the development of guidance on Developing a National Framework for Managing the Response to Nuclear Security Events and the development of National Response Plans for Nuclear Security Events. Nigel is also responsible for the delivery of nuclear security training for countries who are planning to host Major Public Events. Nigel took up his post as Senior Nuclear Security Officer with IAEA MORC Section in May this year.

 Dr. Chirayath is the director of Nuclear Security Science and Policy Institute (NSSPI) and also serves as an Associate Professor in the Department of Nuclear Engineering at Texas A&M University. He is an expert in the area of nuclear safety, security and safeguards research and education. He teaches courses on nuclear fuel cycle, nuclear material safeguards, nuclear security and Monte Carlo radiation transport. His research interests include safeguards approaches for nuclear fuel cycle, proliferation resistance quantification and analysis, nuclear forensics, nuclear security insider threat analysis, fast breeder reactor analysis and small modular reactor neutronics coupling with thermal hydraulics. In NSSPI he manages projects funded by USDHS (Domestic Nuclear Detection Office), USDOE (National Nuclear Security Administration and Nuclear Energy), USDOS (Partnership for Nuclear Security) and nuclear utility companies. He has over 125 technical publications in refereed journals (32) and national/international conference proceedings (98) with over 150 citations.

Phongphaeth Pengvanich

 Dr. Phongphaeth Pengvanich is the Department Head of Faculty of Engineering at Chulalongkorn University of Thailand from January 2017. Mr. Pengvanich started his career at Chulalongkorn University in 2008, and since then, he has been served as the lecturer to provide lectures such as advance mathematics in nuclear technology, introduction to nuclear security, and physical protection of nuclear and radiological facilities. His research experiences include theoretical modeling and simulation for high power microwave and millimeter wave sources, specifically magnetrons, klystrons, and traveling wave amplifiers; general theory of oscillators; nuclear nonproliferation; and nuclear security.

Man Sung Yim
韓国科学技術院(KAIST) 原子力・量子工学部 学部長・教授

 Man-Sung Yim is Professor of the Department of Nuclear and Quantum Engineering, Dean of KUSTAR-KAIST Institute, and Director of Nuclear Nonproliferation Education and Research Center (NEREC) at Korea Advanced Institute of Science and Technology (KAIST). Formerly, he was a senior researcher/researcher at Korea Atomic Energy Research Institute, lecturer at MIT, Associate/Assistant Professor at North Carolina State University, a joint faculty between Oak Ridge National Lab and NC State University, and Sam Nunn International Security Fellow at the Same Nunn School of International Affairs at Georgia Tech. Dr. Yim served on the North Carolina Science Advisory Board on Toxic Air Pollutants, Nuclear Nonproliferation External Steering Committee at Idaho National Laboratory, Advisory Committee for Korean Nuclear Safety and Security Commission, and Advisory Committee for Korean Ministry of Foreign Affairs. Dr. Yim's research areas include nuclear fuel cycle, nuclear waste management, nuclear safety and nuclear nonproliferation. Dr. Yim received B.S. and M.S. in Nuclear Engineering from Seoul National University and Ph.D. in Nuclear Engineering from University of Cincinnati through Fulbright Scholarship. He also received master of science (S.M.) and doctor of science (Sc.D.) in Environmental Health Science from Harvard University. He is a member of Editorial Advisory Board of Progress in Nuclear Energy and International Journal of Nuclear Security.
