国際原子力機関(IAEA)事務局次長、原子力安全・核セキュリティ担当
Juan Carlos Lentijo was appointed Deputy Director General and head of the Department of Nuclear Safety and Security on 1 October 2015. Prior to this, he was Director of the IAEA's Division of Nuclear Fuel Cycle and Waste Technology, having joined the Agency in 2012.
Mr Lentijo started his career in the fields of nuclear technologies and nuclear and radiation safety in 1982. He joined the Spanish Nuclear Regulatory Body, Consejo de Seguridad Nuclear, in 1984, where he served as General Director for Radiation Protection between 2003 and 2012, and before that as Deputy Director General for Emergencies and Physical Protection and Deputy Director General for Public and Environment Radiation Protection.
In 1982, Mr Lentijo was awarded the title of Industrial Engineer, specializing in Energy Techniques, following studies at the Polytechnic University of Madrid, Spain. In 2017, he was named "Industrial Engineer of the Year" by the Official College of Industrial Engineers of Madrid. Also in 2017, the Spanish Nuclear Society awarded him with the "Carlos Sanchez del Río" prize in recognition of his contribution to the peaceful uses of nuclear energy.

Dr. William Bookless is the Acting Department of Energy Under Secretary for Nuclear Security and Administrator of the National Nuclear Security Administration (NNSA), a position he has held since November 6, 2020. He leads NNSA in support of President Trump’s nuclear security agenda.
Dr. Bookless was confirmed by the U.S. Senate on May 23, 2019, as the Principal Deputy Administrator of NNSA after more than 41 years of experience in the Nuclear Security Enterprise.
As NNSA’s Principal Deputy Administrator, Dr. Bookless supported the NNSA Administrator in the management and operation of the NNSA, as well as policy matters across the DOE and NNSA enterprise. Dr. Bookless supported the full range of NNSA missions. Prior to joining NNSA, Dr. Bookless spent 32 years as a senior physicist at Lawrence Livermore National Laboratory in Livermore, California, where he worked on a wide range of nuclear security topics.

Dr. Nuki Agya Utama is appointed as the Executive Director of the ASEAN Centre for Energy (ACE) and reporting directly to an International organisation under ASEAN entities and reporting to Governing Council consist of ministries energy in ASEAN member states. He is currently an advisory board member of Asia Pacific Energy Research Centre (APERC) and World Economic Forum (WEF) Global Future Councils.
Dr. Nuki Agya Utama has academics and research background as Post-Doctorate in Graduate School Energy Science Kyoto University for energy scenario planning in South East Asia.
Holding PhD, with research on Life Cycle Energy Analysis from Joint Graduate School of Energy and Environment, the University of Technology King Mongkut (KMUTT), Thailand.
Prior to assuming his position in ACE, he worked as a director various local companies and as a consultant in a well-known international Institutions. In his early career, he worked as a consultant in UNDP and UNEP, working on energy and environment-related issues. He also serves as an invited lecture in Diponegoro University as well as editor and reviewer in a various international journal.

欧州委員会 共同研究センター(EC/JRC) ユーラトム調整ユニット長
Said ABOUSAHL is Head of the Euratom Coordination Unit at the Joint Research Centre (JRC) of the European Commission Headquarters in Brussels. He in charge of coordinating the JRC nuclear activities in the field of nuclear safety safeguards and security. This covers also relation with stockholders and international agreements as well as the JRC support to IAEA including the EU support programme on nuclear safeguards.
From 2006 to 2013 he was policy officer responsible for the coordination of the JRC Nuclear safety Safeguards and security activities in JRC HQ in Brussels.
From 1998 to 2006 he held the position of Head of sector, Analytical Services and support to nuclear safeguards and security projects at the JRC Institute for Transuranium Elements (ITU - Karlsruhe, Germany).
From 1993 to 1996 he worked as scientific officer at the Institute for Reference Materials and Measurements (IRMM - Geel, Belgium) dealing with Uranium and Plutonium measurements by non-destructive techniques.
From 1986 to 1990 he prepared his PhD on radioactive waste management at the Commissariat à L’Energie Atomique (CEA - Saclay, France) which he got in March 1990 from the university of Pierre & Marie Curie, Paris.

Kazuko HAMADA currently serves as Senior Specialist and Nuclear Security Inspector for the Nuclear Regulation Authority (NRA) of Japan, responsible for nuclear security culture activities, nuclear security inspections as well as international matters related to the nuclear security regime of Japan from August 2018.
Prior to assuming these responsibilities she was Nuclear Security Culture Officer at the IAEA and lead IAEA’s effort for fostering strong nuclear security culture worldwide by developing and providing practical guidance, methodologies, and tools for the use of Member States to foster, enhance and sustain an effective nuclear security culture.
Before joining the IAEA, she was Senior Research Fellow at the Integrated Support Center for Nuclear Nonproliferation and Nuclear Security (ISCN) at Japan Atomic Energy Agency (JAEA). In that capacity, she conducted several projects of capacity building support activities for nuclear security and safeguards.
She graduated from Monterey Institute of International Studies and obtained Master’s Degree in International Policy Studies with the specialization in Nuclear Non-proliferation and Security Policy Analysis in December 2003.

主な任務は、米国のエネルギー、科学、核不拡散政策の日本政府との協調・協力を推進、原子力、再生可能エネルギー、化石エネルギー開発と経済発展の取り組み等。
現職以前には、米国エネルギー省(DOE)本省にて原子力および核不拡散プロジェクトに従事し、地球的規模脅威削減イニシアチブ(GTRI)において、日本、ウクライナ、ロシアを含む旧ソ連やアジア地域における高濃縮ウラン、プルトニウムの最小化を担当。
DOE入省以前は、戦略国際問題研究所(CSIS)の研究員として韓国部の設立に貢献し、朝鮮半島における核問題を研究。また滋賀県甲賀市役所にて通訳、翻訳および国際コーディネーターとしての勤務経験を持つ。
ジョージタウン大学大学院 外交学修士、ジョージワシントン大学 国際関係学士を取得。

原子力の平和的利用に関する二国間及び多国間外交を所掌。在サンフランシスコ総領事館首席領事,原子力協定担当企画官を経て2020年7月より現職。これまで外務省では主に核不拡散,原子力安全,海上安全保障,通常兵器問題なども所掌。NPT,核セキュリティ・サミット,G7原子力安全セキュリティグループ,核テロ対抗グルーバル・イニシアティブ,核テロリズム防止条約などの多国間条約の交渉にも参加。英国ロンドン大学(LSE)大学院及びシェフィールド大学大学院卒。

Kongchay Phimmakong was born on September 18, 1980 in Vientiane, Lao PDR. She received the B.SC. degree (Biology) from Faculty of Science, National University of Laos in 2002, Postgraduate degree (Biotechnology) from Faculty of Science, Mahidol University, Thailand and Faculty of Biotechnology, Osaka University, Japan in 2005, the M.A.Sc degree (Environmental Management) from Massey University, New Zealand in 2011 and the International Professional Certificate on Bio-risk Management, International Federation of Biosafety Associations, Canada in 2017.
She worked as a technical staff at Science Technology and Environment Agency, Prime Minister’s Office from 2002-2004. She joined as a researcher assistant in the Plant Tissue Culture Unit, Biotechnology and Genetic Engineering Centre in 2005-2009 at Science and Technology Research Institute, National Authority for Science and Technology. After her graduation from New Zealand, she served as the Ecology and Biotechnology Institute from 2012 to 2017. From August 2018 to present, she has transitioned to the role of Deputy Director, Department of Science, Ministry of Science and Technology. Her responsibility is being a regulator and to supervise the Radiation and Nuclear Safety Office.

Raja Abdul Aziz RAJA ADNAN has some 40 years of professional experience, which expanse from nuclear diplomacy & negotiations, promotion and regulation of nuclear science & technology; technical cooperation; and, nuclear safety, security, safeguards, and non-proliferation. As chief executive, he had successfully managed a large regulatory organization mandated to regulate nuclear activities in Malaysia under the national laws, coordinating multiple national and international functions. Some of his salient achievements are highlighted below.
As the IAEA Director for Nuclear Security (DIR-NSNS) since 1 July 2016, he leads and manages the Nuclear Security Division, whose programmes have special characteristics due to historical reasons and therefore their planning and implementation approaches have been continuously evolving requiring deft handling of political sensitivity among Member States.
Prior to this designation, he was a Special Assistant to for Nuclear Sciences and Applications (NA) and Technical Cooperation (TC) in the Director General's Office for Coordination (DGOC; 2014 - 2016). Notable achievements include communicating DG's oversight on the early establishment of the RenuAL Project, and IAEA technical assistance to effectively manage and control the Zika virus outbreaks and Ebola epidemics to affected Member States, provision of medical radiography or non-destructive testing equipment or radioactive source detectors to earthquake-stricken Ecuador and Nepal, etc.
He was formerly the Director General of the Atomic Energy Licensing Board (AELB) under the Ministry of Science, Technology & Innovation (MOSTI), Malaysia (2006 - 2013), responsible for matters under the Atomic Energy Licensing Act (Act 304). The Act provides for the regulation and control of atomic energy, for the establishment of standards on liability for nuclear damage and for matters connected therewith or related thereto.
At the international and global level, he was a member of the IAEA Director General's Advisory Group on Nuclear Security or "AdSec" in 2006 and later as its Chairman in 2010 to 2013. He was member and the AdSec representative to the IAEA Commission of Safety Standards (CSS; 2012 - 2013).
He is also the National Representative of Malaysia to the Nuclear Energy Cooperation Sub-sector Network (NEC-SSN) of the ASEAN Ministers of Energy Meeting (AMEM) (2010 - 2013). He was previously a Joint Chairman of the National Regulatory Development Coordination Working Committee for Nuclear Power Development in Malaysia and concurrently, a Member of the National Steering Committee for Nuclear Power Development (2009 - 2010).
In 1995, Raja Adnan joined the Embassy of Malaysia to Austria and the Permanent Mission of Malaysia to the United Nations Organisations in Vienna. He was designated as Alternate to the Permanent Representative to Malaysia for the International Atomic Energy Agency (IAEA), the Comprehensive Nuclear-Test-Ban Treaty Organisation (CTBTO) and Office of Outer Space Affairs (OOSA) and Alternate to the Governor for Malaysia in the IAEA Board of Governors during 1996 - 1998 & 2002 - 2004. During his 10½ years tenure at the embassy, he was extensively involved in the discussions of important issues e.g. 93+2 programme, Iran, Iraq, Korea DPR, Korea RO, Libya, Article VI & XIV of the Statute, etc.
His technical experience also include training & education; research & development; production of radiopharmaceuticals & quality control; public acceptance & awareness and technical cooperation. He was a national IAEA counterpart, a nuclear regulator, a diplomatic negotiator, a global competent technical expert, an international politico-technical adviser, as an IAEA senior Director. He was also a TRIGA Mark II research reactor operator and a Radiation Protection Officer for then the one and only national facility for the production of radioisotopes in Malaysia.
He led the Malaysian Delegation to the Diplomatic Conference to Adopt a Joint Convention on Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management (1997) and the Diplomatic Conference on Nuclear Liability (1997). He was the Special Politico-Technical Advisor to the Malaysia Delegation to the Review Conferences of the Non-proliferation of Nuclear Weapons (NPT) UN Headquarters, New York in 1995, 2000 & 2005 and the associated Preparatory Committee Meetings.
In 2004, due to a safeguards-related global issue, he was designated the sole liaison officer for Malaysia to assist IAEA to investigate and resolve a global nuclear black marketing ring. In this regard, the Malaysian Ministry of Foreign Affairs, the Attorney General's Chambers of Malaysia and other national authorities frequently seeks his advice on import & export control measures, safeguards and non-proliferation issues.
During the Malaysian Presidency of the Non-Aligned Movement (NAM) from 2003 to 2006, he chaired the Open-ended NAM Working Group to coordinate and formulate NAM's positions on the relevant issues. He was the technical advisor to the Non-Aligned Movement Troika Delegation visits to the Islamic Republic of Iran in 2004 and 2005, the latter being at ministerial level.
At annual General Conferences of the IAEA from 1996 to 2005, he was among the principal authors for the IAEA GC draft resolution for the "Group of 77 (G-77) & China" on the strengthening of the IAEA Technical Cooperation Programme. He was also the lead negotiator for NAM on the contentious IAEA GC draft resolution on safeguards in 2004.
In 2010, he was the Head of Delegation and lead negotiator for Malaysia to the ASEAN Nuclear Energy Safety-Sub-Sector Network (NES-SSN) under the auspices of the ASEAN Ministers of Energy Meeting (AMEM).
He regularly received invitations from the IAEA as a despatched expert, from a developing State's perspective, on nuclear safety, security & safeguards, technical cooperation issues. He was one of five experts invited to review the IAEA Legislative Assistance Programme for Member States in 2006.
Other international appointments include being a Core Member for the Programme for Promoting Nuclear Non-Proliferation based in New York, USA & the Mountbatten Centre for International Studies, Department of Politics, University of Southampton, United Kingdom (1998 - 2002). His special duties include briefing diplomats based in New York & Geneva on the nuclear weapons free zones, nuclear safeguards and peaceful uses of nuclear energy.
IAEA non-technical appointments include Alternate (1996 - 2000), Member (2000 - 2005) & Chairman (2003) for the IAEA Staff Pension Committee. At the UN Joint Staff Pensions Board (UNJSPB), he was Alternate & Delegate for the IAEA BOG (2003 & 2005). In 2004, he was a member to the UNJSPB Working Group responsible to review the size and membership of the UN Pension Board and Standing Committee.
He has written scores of technical & non-technical papers in both scientific journals/reports and news media, nationally and internationally.
He graduated from the University of Bradford, England in 1979 with an undergraduate degree in Medical Sciences and in 1986, a master's degree in Radiation Biophysics from the University of St. Andrews, Scotland.
He is married with three daughters.
