Her responsibilities include coordinating NSNS Divisional education and training activities and providing assistance to States in planning and implementation of nuclear security education, training and human resource development programme. She leads strategy development and programme planning for, and provides guidance on, education and training activities, assists in identifying the training needs of States and coordinates activities required for the design, development, implementation and evaluation of nuclear security training provided by NSNS. She also coordinates internal and external NSNS training and education programme development, oversight of the revision of the programme in line with recommendations contained in the Nuclear Security Series publications and other documents. She coordinates methodology support and advice to NSNS sections and technical officers, analysis of lessons learned from NSNS training practices, accumulates and disseminates good practices in the training area, and works to develop innovative means of training delivery including new teaching techniques such as e-learning.

She has over 25 years' experience in the implementation of various training programmes for nuclear industry in the Russian Federation, and international training programmes on nuclear infrastructure, nuclear security, emergency preparedness and response, radioactive waste management, stakeholder involvement, nuclear and radiation safety topics. She participated in a number of IAEA training courses, workshops and consultancy meetings as a course director, lecturer and subject matter expert.

She began her career at the Rosatom Technical Academy in 1996 as a training manager and coordinator of international programmes; then she held various job positions in the area of international education and training, including positions of Deputy Director on International Relations of the Global Nuclear Safety and Security Institute (GNSSI), and Deputy Director of the International Training Centre for the NPP Personnel Training, both are institutions incorporated in Rosatom Technical Academy. She holds an Engineer Degree in Electronics Engineering.

Currently working as Executive Director for the European Nuclear Education Network (ENEN) - an organization of over 90 institutions mainly from Europe but with strong connections with international organizations all over the world – and also as an assistant professor at University „Politehnica”of Bucharest department of Nuclear Engineering.

He finished Faculty of Power Engineering in 2004, Nuclear Power Plants Department followed by a Master degree in nuclear engineering. He started working at the University in the same year and also did his PhD in the same period.

During 19 years of activity he followed several specialization courses in Research Centers and Universities from Austria, Czech Republic, France, Hungary, Romania, South Korea and Slovakia.

He also worked in the private sector-always related to energy;
He is member and Board member of several professional association.

He is involved in various projects funded by the European Commission and Cohesion funds dedicated to Human Resources and communication in the nuclear field.

He is directly involved in designing, implementing and managing actions aimed at improving nuclear competences and attracting new persons to the nuclear field in 15 (fifteen) education and training initiatives each one with its dedicated actions.

Rully received his master's degree in nuclear science and engineering from Tsinghua University, China and Korea Advanced Institute of Science and Technology (KAIST), South Korea. His career spans on multiple fields, ranging from research, education and project management. Currently, Rully is taking role as Associate Senior Researcher on Nuclear at the ASEAN Centre for Energy (ACE) - a think-tank organisation covering energy issues in South-East Asia. His research interest covers nuclear safety, energy policy, nuclear economy and human workforce on nuclear energy development. Prior to join ACE, Rully worked as energy consultant and advisor for private and government institution.

この度は「核不拡散・核セキュリティと大学教育」という具体性のあるテーマにつきまして、私たち学生の意見をまとめました。
皆様との討議を通じて、大学教育の受け手として、世代のいち当事者として、また市民として学ばさせていただければと思います。
